Add the water and almond milk to a medium saucepan and bring to a simmer over medium heat. Meanwhile, heat the oil in a medium skillet over medium heat. Once hot, add the oats and cook for about 2 minutes, stirring frequently, until toasted and fragrant.
Stir the toasted oats into the simmering liquid. Reduce the heat to low and simmer gently, uncovered, for 25 to 30 minutes, stirring occasionally and scraping the bottom and sides of the pan, until thick and creamy. Remove from the heat and stir in the maple syrup, salt, vanilla, and ground ginger. Let stand for at least 5 minutes before serving.
For the apples:
While the oatmeal cooks, wipe out the skillet you used for the oats and set it back over medium heat. Add the oil, then the apples, brown sugar, and cinnamon. Cook for about 15 minutes, stirring occasionally and lowering the heat as needed, until the apples are fork-tender and caramelized.
To serve, spoon the oatmeal into bowls and top with the caramelized apples. Serve with additional almond milk and/or maple syrup, if desired.
